Most people have not discovered shortcuts yet... The interface hides them well and makes them clunky to work with, and they may be a module but they should feel like a "core capability" to me.
ShortCut = Tab that appears more than one place in your Rainbow site.
ShortCutAll = Tab that appears more than one place in your Rainbow site but is drawn from same DB which contains multiple portals.

The Current Steps To Add Shortcut/Shortcut All
Right now to add a shorctcut or shortcut all to a Tab from a module
one does the following steps:
- Edit/Pencil the Module
- Module Type Dropdown => Choose Shortcut
- Give It A Title
- Add to Organize Modules Below
- DO NOT DO NOT DO NOT Apply Changes
Otherwise you will get the Dreaded
==> Module '0' not found! <==
and no way to edit the module at all. The "settings" edit will not
appear next to it if you get this message.
- Edit/Pencil the Module You Just Added
- End Up At The "Module Settings" / Permissions screen (nothing to do with your task)
- Choose "Module Settings"
- Choose Module from DropDown List
(DropDownList does not reflect hierarchy of normal site, no children/parents)

Changes to ShortCut / ShortCutAll
- There should not be a module entry for this. It is a core capability.
I suggest the whole 8 step process below be replaced with an item
above modules with a separator
"Get Clone of Existing Tab - YOUR Portal"
"Get Clone of Existing Tab - Other Portal, same DB"
once they choose that they are presented with a listbox of tabs from modules.
Ideally the listbox would be 3+ level listbox of tree of the Tabs and
Modules or even better yet a multi-column EasyListBox (see
http://www.easylistbox.com/demoColumns.aspx).
